The main factors, influence on the initialization process of innovative projects and programs (IPP) of creating production-processing complexes and cooperatives (PPC) in some rural areas have been analyzed in the article. Based on the analysis of the identified problems during the initialization process of innovative projects and programs for the agro-industrial enterprises development in terms of significant risks of farming and processing industry, have been offered methodological approaches to the management of the factors of initializing IPP of PPC implementation in order to ensure sustainable development of rural communities and their surrounding areas.
