The article highlights the main challenges and contemporary issues in portfolio management, since project portfolio management process is significantly different from the one project managing, its in fact, is a procedure of a higher level and has different goals and means of their achievement. The aim of this study is to develop a method of forming balanced portfolio project-oriented organization based on an analysis of macroeconomic cycles and forecasting changes in the state of the environment. The article suggests a method of forming the balanced portfolio in project-oriented organization based on analyzes phases of economic cycles.
