Considered by the scientific task of developing and implementing an effective strategic development program of the modern city. Proposes a model of coherent integration of management program subsystem on the stages of its development and implementation. Identified the element subsystems that must be synchronized for the coherent integration. Was concluded about the effectiveness of this approach, outlined the direction of its development.
