The article developed a conceptual approach to identify the risks of innovation considering the development of project-oriented science and technology organizations. Methodical bases of effective decision-making in the process of reforming of the system of innovative development involves the use of a risk-based approach. Based on the assessment of risk situations can be distinguished company with high, medium and low levels of innovation potential.
