The problems related to representation of a complex system as a set of loosely coupled subsystems are reviewed. Information index which is based on the Shannon entropy is used to assess the degree of relationship between the parameters which characterize the system. Index of degree of relationship between subsets is proposed. The conclusions about properties of the proposed index are made. Algorithm for finding the solution of the problem is justified.
