On the basis of analysis and implementation of state programs of milk-trade development, the need for the improvement of instruments to manage by these programs are grounded. The scientific and methodological principles of management by technologically integrated development programs of milk-trade development based on systematic and evaluative approach and simulation are proposed. A conceptual model of technologically integrated milk-trade management system includes a range of interconnected technical and technological, organizational and technical subsystems, in each of which the value is formed. System-value principles of configuration grounding of the technologically integrated milk-trade management system foresee next elements: reveal the cause-effect relation between its subsystems, content of input actions changes, options, and resources for the operation of production subsystems. The identified systemic properties of individual subsystems of technologically integrated milk-trade management system are in the base of evaluation of value indices of subsystems functioning.References
